Switzerland, the prey of civil war, and delivered over to both the terrors of anarchy and the encroachments of aristocracy, is suddenly pacified by Napoleon’s mediation. He calls to him the representatives of Helvetia, combats the opinion of those who want freedom for only some of the cantons, and dependency for the others, and having discussed at length the interests of each individually, he has them adopt a constitution, which, while consecrating the principles of liberty and justice, conserves of the previous regime everything that was not incompatible with its [own] principles.
The principal clauses of the Act of Mediation were : 1) the equality of rights between the nineteen cantons; 2) the voluntary renunciation of privileges by the patrician families; 3) a federative organisation, according to which each canton found itself constituted in accordance with its language, its religion, its customs, its interests, and its opinion. Thus, Switzerland, which owed to the Act of Mediation twelve years of calm and prosperity, has always conserved recognition for the Mediator.
