This is the transliteration of an appeal that was first addressed to all French citizens, and indeed to anyone residing on French soil, but whatever your place of residence, please do not hesitate to write to your own head of State. The Bonapartist Movement being global, and as poverty knows no frontiers, our fight is more than ever in the spirit of the quotation which figures at the end of this letter, and which is our second motto.

« On the 31st of December 1854, the Moniteur Universel, predecessor of today’s Journal Officiel, published a letter from the Minister of the Interior to the emperor Napoleon III, in which the minister, in accordance with the emperor’s orders, and writing « To encourage and to honour those who dedicate themselves to reducing the suffering of the less fortunate is also a means to help the poor », accorded the Legion of Honour to two members of the welfare offices who had been thus employed since 1804 ».
Open Letter To Local Government, To Mayors And To Humanitarian Associations, Saturday the 2nd of August, 2014 [Extract].
Within the framework of our ULM project (Union of those who Combat Poverty), we are writing to you in order to invite you to contribute to the resurrection of the welfare offices, an institution designed to aid the poorest inhabitants. In effect, the objective of our ULM project is none other than the creation of a system of « single points of call » organised in our départements, in order not only to bring aid to the homeless and those in need, but equally to ensure that they are taken in hand by State services, associations, volunteers, and by themselves. This system, put in place during the French Revolution and organised by Napoleon the Great during the Consulate and the Empire, was placed under the patronage of the Head of State and its administration entrusted to the prefects, under-prefects and mayors.
The dispersion of the services of the State, of charitable associations and the absence of a strong message from the government can only encourage poverty. Therefore, conscious of the heritage that is ours, in the field of public welfare in particular, and conscious also of the responsability that is also ours, to bear, make known and defend it, we call for a true organisation of aid in our départements and municipalities, under the patronage of His Excellency the President of the French Republic, of the Prime Minister, of the Minister of the Interior and of the Minister of Health and of Solidarities. Out of respect for the seperation of national territory into départements, another system that experience and common sense have proved to be the best adapted to the needs of the governed, in particular workers, pregnant women, children, the poor or handicapped, and of families, we ask that the coordination of State services, associations and other charitable or voluntary organisations be entrusted, in each département, to a commission under the authority of the prefect and under-prefects, who must be members of it by right, by virtue of the letters of creation of the said commissions.
It is a truly sad truth that the number of deaths of homeless people is barely less significant during the other months of the year than it is during winter. Summer is another period of the year when extreme temperatures can kill, in a manner all the more cruel because little suffices to avoid such tragedies. We have in mind the example of the place in each municipality where water is available, of which the existence must be clearly displayed, above all during periods of great heat. What exists must be maintained, developed and improved, what is lacking must be created. The State, associations and individuals must be committed to a Great National Cause in 2020, to be renewed each year on the occasion of the end of each month of December.
Therefore, we are informing you of this call, and we ask of you that you take the necessary measures, according to your office, in order that solidarity and fraternity be present every day otherwise than by the unseen efforts of noble souls devoted to the public good, but who are too dispersed to be able to win this fight against poverty.
United in the sole aim of respecting, and causing to be respected, the Honour of France and the sacred interests of Humanity, we pray you to accept, Ladies and Sirs, the expression of our best wishes.
